It was one of the 1997 original's three cities, drawn from overhead; Grand Theft Auto: Vice City laid it out for 1986 as art deco beach islands and mainland docks, and Vice City Stories went back two years earlier; Grand Theft Auto VI is set there again, in the state of Leonida, with nothing published yet about how that city is laid out.
