Lucia learned to fight before she learned much else, and defending her family is what put her inside the Leonida Penitentiary. She comes out with a plan and no intention of going back — after the life her mother has been describing since their Liberty City days, and done waiting to be given it.
Protagonist
Jason grew up among people who made their money at the edges of the law, and a stretch in the Army did little to change the direction of travel. He is in the Keys now, earning from the drug runners who work that water, and telling himself it is temporary.
Jason's friend
Cal keeps to himself with a scanner tuned to Coast Guard traffic and a drink within reach. He is content at the bottom of the map and would happily stay there. The trouble is that Jason is not.
Vice City businessman
A Vice City name who made the crossing from the street to the balance sheet and never lets anybody forget either half of it. His holdings run to property, a club and a recording studio.
Music promoter
More dealmaker than enforcer. Dre'Quan sold on the street with his attention somewhere else entirely — music was always the plan, and he is working the Vice City scene from the business side of it now.
Bae-Luxe and Roxy
Bae-Luxe and Roxy have been a double act since school. They turned a sideline relieving local dealers of their takings into an audience, built on hard tracks and a feed that never stops.
Bank robber
A bank robber of long standing who recruits on charm and nerve. Every job he plans carries more risk than the last, and the crew around him will eventually have to choose between following him up and walking.
Keys smuggler
A survivor of the Keys smuggling era who still moves product through his boat yard, with his third wife Lori alongside him. Jason has a roof from him, and the rent is paid in favours.
