Courtney's second contract is a raid on Diablo turf in Portland, done from a car window with an Uzi. Ten of them, and the bodies driven back to Yardie ground afterwards.
It costs Claude the Diablos, who have been neutral since Portland and are hostile from here.
The contract is built around drive-by shooting, which means a car that corners well matters more than one that is fast.
The Diablos' own district supplies the targets. They are not expecting it at the start and very much are by the sixth.
Completing this makes them permanently hostile, which changes what Portland is like for the rest of the game.

Left for dead by his partner during a bank job and freed from a prison transport by an explosion he had nothing to do with. Says nothing at all for the length of the story and works his way through every organisation in Liberty City regardless.
