The Triads burned one of El Burro's cars and the response is proportionate in the way nothing in this game is proportionate: a flamethrower, waiting in Chinatown, and a quota of twenty-five.
It is the mission that puts the flamethrower in a player's hands for the first time, in the district most densely populated by the people it is meant for.
It is waiting in Chinatown and is the weapon the contract is built around. The Triads are already hostile by this point in the story, so the district supplies its own targets.
The count is the whole objective. Chinatown's streets and the fish market are where the numbers are.

Playable
Left for dead by his partner during a bank job and freed from a prison transport by an explosion he had nothing to do with. Says nothing at all for the length of the story and works his way through every organisation in Liberty City regardless.
