Salvatore has decided that a man who knows this much about the family is a liability, so there is a Cheetah parked near Luigi's with a body in it that needs disposing of, and a bomb under the seat. Maria pages before Claude reaches it.
It is the hinge of the game. Getting in the car is instant death; not getting in it means leaving Portland, the Leones and the first act behind, and arriving on Staunton Island as the Yakuza's problem instead.
The car Salvatore describes is rigged. Entering it detonates immediately and fails the mission — Maria's page arrives first and is the game telling the player so.
Maria is waiting at the dock with Asuka Kasen, who is the reason there is a boat and somewhere to go.
The three of them cross by water. Losing Maria or Asuka on the way fails it, and arriving opens Staunton Island, its safehouse in Belleville and everything the second act contains.
This mission closes Luigi's, Joey's and Toni's strands permanently. Ten missions across the three of them become unreachable the moment it is taken, which is what makes it the single most consequential decision of timing in the game.
