The police are holding their annual ball at the Old School Hall in Chinatown and Luigi intends to supply the entertainment. Four women is the minimum that will not embarrass him; there are eight on the streets of Portland and five minutes to move as many of them as possible.
It is the game's first mission built on a vehicle choice rather than a weapon, and the choice is genuinely interesting: something with four doors carries more per trip, and a bus carries more still and falls over.
The clock starts when the mission does, so having a car already waiting outside the club is worth more than anything else. A two-door carries one woman at a time and will not finish; a Mafia Sentinel or similar carries several.
They are scattered across Harwood, Saint Mark's, Hepburn Heights, Chinatown, Portland Harbor and Trenton — two of the eight in Saint Mark's and two more in Chinatown. Finding them costs more of the five minutes than driving them does.
A Coach holds more women than any car and handles like a Coach: it topples on hard cornering, and a passenger killed in the roll fails the mission outright.
Delivering the fourth woman to the Old School Hall completes it and each one after that adds to the fee, so the run is worth continuing while the clock lasts.

Left for dead by his partner during a bank job and freed from a prison transport by an explosion he had nothing to do with. Says nothing at all for the length of the story and works his way through every organisation in Liberty City regardless.
