Kenji's protection income has stopped arriving from three businesses across Staunton, and the reason is that the Diablos have started taking it first. Two of the three collections go smoothly. The third has been robbed outright.
Recovering it means going back to Portland, to Hepburn Heights, where the Diablos live and where a man who killed their Don's associate is not welcome.
Bedford Point first, where the briefcase is simply there; then Belleville Park, where a Diablo has to be dealt with; then the bar, whose owner explains the money has already gone.
The stolen money is with the Diablos in Portland. Clearing them out is what recovers the briefcase.
All three collections go to Kenji together at the end.

Left for dead by his partner during a bank job and freed from a prison transport by an explosion he had nothing to do with. Says nothing at all for the length of the story and works his way through every organisation in Liberty City regardless.
