Mission 34 of 67Story mission
Asuka has a policeman on the payroll and he does not take delivery in person. The payment moves between four phone boxes across Staunton Island before Claude is finally sent to a public toilet block in Belleville Park, which is where Ray Machowski conducts business for the rest of the game.
Ray is under investigation by internal affairs, has lost several partners in circumstances he does not go into, and needs help from somebody who is not on any payroll at all. That is the whole of his strand set up in one conversation.
Torrington, then west Belleville Park, then Liberty Campus, then south Belleville Park. Each call sends Claude to the next rather than all four being marked at once.
The last marker is the public conveniences in Belleville Park, where Ray finally appears in person and the mission ends.

Left for dead by his partner during a bank job and freed from a prison transport by an explosion he had nothing to do with. Says nothing at all for the length of the story and works his way through every organisation in Liberty City regardless.
