Mission 49 of 67Story mission
The packages from the bay were decoys and the real one is in a hangar at Francis International, or was. Following it leads back across the water to a Panlantic construction site in Fort Staunton and up a lift into a conversation with Miguel and Catalina.
Catalina shoots Miguel in front of Claude and leaves. It is the second time she has walked away from him, and the last time before the end.
Six Cartel men are at Donald's hangar at the airport. The Dodo has to survive — destroying it fails the mission — so this is a fight to have outside the aircraft rather than around it.
The package has already moved. The second van is the trail and it cannot be destroyed either, which makes the pursuit a follow rather than a stop.
The yard in Fort Staunton has Cartel through it and a lift to the upper levels, where Miguel hands the package over and Catalina ends the conversation.
Completing this closes Two-Faced Tanner permanently, which is the second of the two strand-closing traps in the third act.
