Big Smoke has business downtown with the Russian Mafia and it goes the way these things go. What starts as a meeting in Commerce becomes a running fight with Carl covering Smoke on foot, then on a bike, through the middle of Los Santos.
The mission is the last of Big Smoke's Los Santos errands and the largest of them: it puts a coach, a packer and half the traffic of downtown between Carl and the man he is supposed to be protecting.
The fight begins the moment the pair arrive in Commerce, and Smoke is the thing being protected rather than a second gun. Keep between him and the Russians while the objective reads protect rather than pursue.
The second half is a pursuit in which Smoke is ahead and Carl is behind, and the Russians are attacking him rather than the player. Shooting from the saddle at the vehicles chasing him is what the objective is measuring, so closing the gap to Smoke is the priority over winning any individual exchange.
