A plane full of SPANK is landing at Francis International and Asuka wants it brought down rather than met. So Claude takes a rocket launcher out to the runway approach in a boat and shoots an aircraft out of the sky over the water.
The cargo scatters and has to be collected under a four-star wanted level. What waits at the construction site afterwards is the cutscene that starts the endgame: Catalina has Maria.
The launcher is on a jetty in Bedford Point and the boat is a Reefer. Neither is optional — the plane cannot be brought down with anything else the game offers here.
Going out to the buoys at the southern end of the airport puts Claude under the flight path without crossing the airport perimeter, which is the point of the boat.
Cartel men hold the exit and have to be dealt with on foot before the Dodo arrives. The launcher takes it down on final approach.
Bringing an aircraft down over an airport carries a heavy wanted level while the cargo is collected. A published approach is to leave the bulletproof Patriot at the pier and use it for the run back to Fort Staunton.

Left for dead by his partner during a bank job and freed from a prison transport by an explosion he had nothing to do with. Says nothing at all for the length of the story and works his way through every organisation in Liberty City regardless.
