Ray is finished in Liberty City — the CIA have taken an interest in who has been damaging the Cartel — and needs driving to the airport before his flight leaves. The direct route crosses the Shoreside Lift Bridge, and the bridge is being watched.
What he leaves behind in a Newport lock-up is the best collection of weapons in the game and the bulletproof Patriot that makes the last four missions considerably shorter.
CIA agents hold both ends with Uzis and the span itself with rifles, and they shoot accurately. The mission says to find another way and means it.
The tunnel is the alternate crossing to Shoreside Vale and avoids the ambush entirely.
His death fails the mission and so does missing the departure, so this is a drive with a clock on it as well as a route problem.
Ray's stash in Newport pays a second twenty thousand and holds an M16, a rocket launcher, a sniper rifle, a flamethrower and a bulletproof Patriot. It is worth going straight there.
