Briefing

Ray has a friend from Nicaragua who sells weapons out of a yard in Rockford and is about to be visited by the Colombian Cartel. Phil Cassidy has one arm, a great deal of ordnance and no help, and the job is to be the help.

Surviving it opens Phil's Army Surplus as a shop, which changes what is possible in every mission after it — the rocket launcher that makes half of the third act manageable is bought here.

Walkthrough

  1. Arm up before they arrive

    Phil's instruction on arrival is to take what is lying around, and there is time to do it before the Cartel turn up. This is the whole preparation the mission allows.

  2. Cartel Cruisers, with explosives

    The attackers come in by car and are not only carrying guns — Molotovs and grenades come with them, which makes standing still in the open the wrong idea.

  3. Phil has to live

    His death fails the mission, so the defence is around him rather than forward of him. A bulletproof Barracks OL is available here and is worth taking away.

    Left for dead by his partner during a bank job and freed from a prison transport by an explosion he had nothing to do with. Says nothing at all for the length of the story and works his way through every organisation in Liberty City regardless.
