Ran Fa Li is the head of the Mountain Cloud Boys' family and his car is sitting in the airport car park, and Woozie sends Carl to bring it back. The car is not the problem; the Da Nang Boys covering every exit from the car park are.
It pays $6,000 and it is the shortest of the Triad jobs. What it establishes is that the Da Nang Boys know what the Triads are doing before the Triads do it.
The Da Nang Boys appear once the car is taken rather than before, so nothing is gained by clearing the car park first. The exits are covered, which means the fight happens whichever way Carl leaves.
This is a delivery and the vehicle's condition is the mission. Driving through the ambush is usually cheaper than trying to win it, because a wrecked car fails the job as surely as a dead driver.
