The last car on Cesar's list is not going to be caught, so the garage modifies one of its own to drop stingers and Carl uses them to take the target's tyres off. There are three, and the mission says so.
It is the fifth and final Wang Cars delivery, and finishing it turns the showroom into an asset that pays out without further work.
The stinger drops behind Carl's car, so it has to be laid on the line the target is about to take rather than the one it is on. Getting ahead and dropping into its path is the manoeuvre; the mission gives three attempts and no more.
The tyres are burst rather than the car destroyed, because the car is the point. Once the driver is out it is a straightforward drive back to Doherty, and the showroom becomes an asset when it arrives.
