Carl goes to the Pleasure Domes for Jizzy's phone, which has the Syndicate's numbers in it, and he goes in through the skylight because the front door is not an option. The approach is quiet and the exit is not.
Jizzy runs the moment he understands what is happening, and the mission ends in a chase through San Fierro after a man with the only copy of what Carl came for. It pays $12,000, and it is the first of the four names from the roof to be crossed off.
The skylight is the objective rather than a suggestion, and the club below is full. Getting to Jizzy quietly is what keeps the room from becoming a firefight before the chase has started.
Jizzy leaves in a car and the phone leaves with him, so the mission is not over until the vehicle is stopped. The fuel-tank shot ends it cleanly; the phone survives and is collected from the wreck.
This mission only starts between 20:00 and 06:00 — the Domes are shut during the day. Wait for the evening rather than looking for the marker.
