Toreno wants a tanker that runs from Las Venturas to Foster Valley across the Garver Bridge, and the plan is Cesar on the back of a bike. Carl rides, gets alongside the cab and holds the position until Cesar can make the jump.
It is the same passenger problem the game has been posing since Wrong Side of the Tracks, moved onto a bridge at speed. It pays $7,000.
The objective names the side and then names holding it, because Cesar will not jump from a position that keeps moving. Match the tanker's speed rather than passing it and settle in.
The Garver Bridge is where the run happens and there is nowhere to drift to on it. Getting alongside before the bridge rather than on it gives the jump the room it needs.
Once Carl is in the cab the mission becomes an articulated delivery across the desert, with the same trailer discipline Tanker Commander taught. Nothing chases it.
