The car Cesar wants is inside a shipping container at Easter Basin, under two more containers, and the tool for the job is a dockside crane. The mission is a stacking puzzle before it is anything else.
It pays up to $10,000 rather than a flat fee, and it opens the import and export business at the docks — the wanted board, the ship and the delivery list that runs for the rest of the game.
The crane moves on two axes and the containers swing, so the lift is a matter of settling the load before moving rather than dragging it across the yard. Each container has a marked position and the mission will not accept an approximate one.
The containers have to come off in the order they are stacked, which the objectives step through one at a time. There is no timer on this section, so the slow lift is the correct lift.
Finishing this opens the wanted board at Easter Basin: a list of vehicles to be delivered to the ship, and a set of imports arriving on certain days. That is the lasting reward rather than the fee.
