The Triads need to know what the Da Nang Boys are bringing in, and the answer is on a tanker anchored offshore. Carl swims out at night, gets aboard past the patrols, plants a bug at the stern and swims back.
It is San Andreas's stealth-and-swimming mission and it has a hard prerequisite that nothing on screen explains: Carl's lung capacity has to be at least twenty per cent, or the underwater stretch is not survivable.
The mission only starts between 20:00 and 06:00, and it requires a lung capacity of at least twenty per cent. Swimming laps beforehand is the fix for the second, and it is worth doing before travelling out to the docks rather than after.
The two patrol boats are avoided by staying under rather than by outswimming them, which is what the lung requirement is for. Surfacing to breathe is done between passes, not in front of one.
The bug goes at the rear of the tanker and the deck is patrolled. This half is the same discipline as Madd Dogg's mansion — crouched, quiet, and nothing engaged that does not have to be.
