Jacob wants to know who is supplying a dealer in South Bohan, which means following the dealer without being seen. The tail ends at an apartment block with a locked door and a room full of people who now know somebody is coming.
Being spotted does not end the mission — the objective reissues and the dealer runs — but the quiet version is the shorter one.
Keep back and walk it. Running is what gives Niko away, and a spooked dealer is harder to follow than a calm one.
The way in on the first approach is not the stairs: climb the fence and go through the gap in the brick wall instead.
Take the stairs from here, and note the pistol lying on the floor on the way up. The dealers are in the second room off the left-hand hallway, behind the lock the objective asks Niko to shoot open.
Three of them take cover in a small kitchen directly opposite the doorway. Take cover by the post rather than standing in the door; a grenade answers the group and a shotgun the last man.
