Vlad's death puts Niko in front of the man Vlad worked for. Mikhail Faustin is volatile, coked, and entirely unbothered that his own enforcer has just been killed; Dimitri Rascalov, standing beside him, is the one taking notes.
The job itself is an errand — drive Dimitri to a sex shop, frighten the owner, then to a gun shop — and it exists to open the underground gun dealers, which is where Niko buys everything afterwards.
A Turismo is parked at Faustin's garage, which is the quickest thing to hand for the run across Broker.
Most of this is aiming rather than firing — the objectives ask Niko to target two men in turn to frighten them. The one shot the mission wants is a leg shot on one of the actors.
The Micro-SMG is bought on Faustin's account rather than out of Niko's pocket. This is the introduction to the underground dealers, which stay open afterwards.
