Briefing
Ray wants the Lost MC punished for the museum, and the pursuit starts on a stolen bike outside their hangout. It ends underground: the bikers ride down into the subway system and the chase continues along the platforms and the tracks.
Riding a motorcycle through a live subway tunnel is exactly as hazardous as it sounds, and it is the reason this mission is remembered.

Walkthrough
The street chase
Two of them leave on a Freeway. A drive-by is what takes a rider down, and getting at least one before the tunnel makes the underground half much shorter. Watch for the point near the bridge where they cut left onto the pedestrian path.
Or cut them off
The map shows a shorter route to the tunnel entrance. Taking it and waiting there means shooting them as they drop onto the track rather than chasing them across Algonquin.
The tunnels
Trains run and they will kill Niko outright, so watch for headlights ahead. Turning the bike's lights on underground helps considerably.
