Roman sends Niko to an internet cafe to be shown what a computer is for, which in Liberty City means email, a dating site and the classifieds. The whole mission is a sequence at a terminal, and it is deliberately mundane.
What it opens up is not: the Tw@ machines are how Niko answers personal ads, buys cars from Exotic Exports listings and picks up several strands of work that never appear on the map as a mission marker.
The assistant points Niko at a machine that is already set up. Open the inbox, open the message waiting in it, and confirm the account with the icon inside — that is the whole of the interaction.
The browser stays available from any Tw@ for the rest of the game, and the Exotic Exports board this mission opens is the stolen-car list several later jobs are answered from.

Niko's cousin, whose letters home described a life he does not have. Runs a failing cab firm, gambles what it earns, and is the only person in the city Niko will not walk away from.
