Briefing
Yusuf Amir is a property developer's son with more money than anyone in this story and a shopping list made entirely of things that are not for sale. The first thing he asks Luis for is a military helicopter prototype, which happens to be sitting on the deck of an arms dealer's yacht.
Ten thousand dollars for one morning's work is the moment the episode's economy changes. Everything Tony pays after this looks like pocket money.

Walkthrough
Approach by water
The yacht is reached in a boat from the marina, and getting aboard quietly matters because of what the scoring wants: this mission is scored on taking no damage at all.
Take the Buzzard
The prototype is on the deck. Once Luis is in it the mission's balance of power reverses entirely.
Sink the yacht and the escorts
The yacht goes down and the dealers leave in boats. Four of them have to be destroyed for the condition, and the patrol boats count towards it.
Deliver it
Flying the helicopter back to the helipad closes the mission, inside six minutes for the clock.
