Gracie Ancelotti has been taken and her father's people are useless, so Tony and Luis follow the one man who knows where she is. That man is Packie McReary, and neither of them is supposed to know it.
The whole mission is flown. Luis tails a Comet from a helicopter without being spotted, which is a surveillance problem rather than a shooting one, and the scoring is entirely about how well the aircraft is handled.
Tony says Cerveza Heights in the conversation and the on-screen direction says Meadows Park. The direction is the one to follow.
Two of the four conditions are about the tail itself: keeping near the Comet, and holding a low altitude above it without dropping onto it. The mission is lost by drifting high to keep the car in view, which is the instinct to resist.
Once the destination is known the aircraft goes back to the helipad, and the whole run has to be flown without marking it.
