Tony's creditors want talking to and the conversation is in Chinatown, at Dragon Heart Plaza, with people who have already decided how it ends. Luis drives him there and then shoots the two of them out of a building full of Triads.
It is the episode's first proper firefight and the first sign of how it differs from the other two Liberty City campaigns: the scoring wants the Triads killed with headshots and nothing else, so a mission that could be brute-forced is quietly asking to be done well.
Dragon Heart Plaza is the destination and the meeting inside it goes wrong on its own schedule. Nothing before that requires anything of the player but the drive.
Getting clear of the building is a running fight down through it. The scoring asks for seventy per cent accuracy and for the Triads to be killed with headshots only, so this is a mission to take at the pace aiming allows rather than at the pace the cutscene sets.
A Chinese mobster who is knocked out during the sequence cannot be killed however much is fired into him. That is deliberate rather than a bug — he is needed later — and shots spent on him count against the accuracy condition.
Once Tony is out of the building the mission finishes on the drive back.
