A refuse truck stolen and delivered to an FIB warehouse in El Burro Heights, with the police to lose along the way.
The truck is the roadblock that stops the armoured van in the finale, which is why the medal cares about it arriving undamaged.
The Trashmaster is found around Mirror Park, La Mesa and East Vinewood, and taking it draws a two-star wanted level.
Franklin's special ability is what brings the truck up to its top speed.
The damage criterion runs all the way to the FIB lot in El Burro Heights, and collisions during the escape are what cost it.
