Toreno's price for helping Sweet is that Carl learns to fly, and learning to fly needs an airfield. Verdant Meadows is an abandoned strip in Bone County with a For Sale sign on it, and the mission is buying it.
It is the shortest mission in the chapter and the most consequential: the airstrip becomes the base for the whole of the desert, the pilot school opens on it, and every aircraft mission in the rest of the game starts here.
The strip costs money and the mission will not complete without it. If Carl is short, the desert races and the asset income from San Fierro are the fastest ways to make up the difference — nothing about the purchase expires.
Buying it turns Verdant Meadows into a save point, a hangar and the pilot school, and it is where the next six missions are given. It is worth treating as a base rather than as a purchase.

Home in Los Santos after five years in Liberty City for his mother's funeral, and stopped by the same two police officers who drove him out. Rebuilding the family's standing turns into rebuilding most of the state's.
