Catalina ends it. Her complaint is with men generally rather than with Carl specifically, and she informs him that from here they are business partners and nothing else — then warns him that she is in a mood and that anyone crossing her today should not.
It is a scene with no gameplay and no payment, and it opens the last of her four robberies. What it also does, without saying so, is set up where she goes next.

Home in Los Santos after five years in Liberty City for his mother's funeral, and stopped by the same two police officers who drove him out. Rebuilding the family's standing turns into rebuilding most of the state's.
