Mission 99 of 105Story mission
Toreno keeps his word and Sweet walks out of the precinct, and the first thing he does is refuse to be driven to Mulholland. Grove Street is where he is going, and Grove Street is Ballas territory now with dealers working it.
So the brothers take it back, which is the gang war system used as a story mission: start a fight, hold the ground, and clear the dealers out because gang members on crack are no use to anybody.
The mission is explicit that crack in the neighbourhood costs Carl the men he would otherwise recruit. Clearing the dealers first makes the gang war that follows a larger fight on Grove Street's side.
The war is started by shooting Ballas on foot inside the zone, exactly as Doberman taught, and it runs three waves. This is the same mechanic the player has had for sixty missions, used here as the climax of a story thread.

Home in Los Santos after five years in Liberty City for his mother's funeral, and stopped by the same two police officers who drove him out. Rebuilding the family's standing turns into rebuilding most of the state's.
