Ran Fa Li hands the Four Dragons over and Carl becomes a co-owner of a Las Venturas casino, which is as far as the Johnson family has travelled from Grove Street in either direction.
There is no gameplay in it. What it does is turn the casino into an asset that pays into the safe upstairs, and confirm the Triads as the one alliance in this game that never goes wrong.
