Taking Caligula's off the grid means the Sherman Dam, and getting onto the dam means jumping onto it from a plane. Carl flies out from the airport, parachutes down to the quay and then has to cross it without being seen.
The generator room is the objective and every generator has to be charged. Alerting one guard alerts the facility, so the mission is stealth from the moment the parachute is cut away.
The plane is a means of arrival rather than an objective in itself, and the drop point is marked. Opening the parachute high enough to steer onto the quay is worth more than a fast descent.
The mission points at a knife near the containers because it is the silent option for the guards who cannot be walked past. Anything louder brings the whole facility, which is the stated fail state.
The charges go on all of them and the room is patrolled while the work is done. Timing each placement against a patrol's pass is slower than rushing and is the only version of this that finishes.
