The crew getting into Caligula's will be dressed as police, which means police motorcycles, which means stealing four of them and loading them onto a Packer that never stops moving.
It is the most mechanical of the five preparations: find a bike, find the truck, ride up the ramp at the right speed, repeat. Zero is the one who wants them, which is the first sign that the San Fierro crew are all in on this.
Police bikes are found by attracting police, which the mission expects. A one-star wanted level in Las Venturas produces them reliably and is cheaper to manage than hunting for a parked one.
The Packer keeps moving and the ramp has to be taken at a matched speed — too slow and the bike does not make the deck, too fast and it goes off the far side. This is the whole skill of the mission, repeated four times.
