Briefing

The Caligula's job starts here, and it starts with the building's plans. They are on the top floor of the city planning department, behind a security desk that will not admit anybody armed and a guard who will not leave the room they are in.

So Carl goes in with a camera taken from a tourist, sets off the fire alarm by wrecking the air conditioning downstairs, and photographs the blueprints while the floor evacuates. It is the first of five optional preparations.

Objectives

  1. Get a camera from the tourists on the Strip
  2. Head to the planning department building
  3. Get through security without visible weapons
  4. Take the stairwell to the top floor
  5. The blueprints are in the far room on the top floor
  6. Divert the guard's attention
  7. Destroy the air conditioning units in the document depository downstairs
  8. Trigger the fire alarm
  9. Photograph the blueprints while the guards evacuate
  10. Get out of the building
  11. Deliver the camera film to the back entrance of the Four Dragons

Walkthrough

  1. Unarmed, deliberately

    Security scans on the way in and anything visible stops the mission at the door. Carl goes in with a camera and nothing else, which is the constraint the rest of the plan is built around.

  2. The air conditioning

    The distraction is manufactured rather than found: the units in the depository downstairs are what set off the alarm, and the alarm is what clears the top floor. The guard cannot be dealt with any other way at this stage.

  3. Shooting the plans

    The blueprints are photographed rather than taken, and the window is the length of the evacuation. Get up the stairwell while the alarm is running rather than starting the climb afterwards.
