Brucie Kibbutz runs a car dealership in BOABO, takes an industrial quantity of steroids, and wants a man found. The method is the interesting part: Niko steals a police car, uses the on-board computer to look up Lyle Rivas's address, and drives there.
The police database this opens is available from any cruiser for the rest of the game — a searchable list of names and mugshots that will mark a person's home on the map.
Ringing 911 and asking for the police brings a car to Niko rather than sending him to look for one, which saves hunting a parked cruiser across Bohan.
Park up and open the terminal, search the records by name, and mark the address the search returns. The map pin it drops is what the next objective follows.
Lyle runs the moment Niko arrives. The pursuit is scripted until he clears Bohan and he never stops of his own accord, so waiting him out is not an option — hit his car until he gets out, then finish him on foot. He clips two trucks along the way and both shed their loads across the road.
