The second name comes as a photograph and nothing else, and finding the man behind it means going back to the police database — this time searching by picture rather than by name.
Adam Dimayev does not travel alone, so the mission ends as an assault on a defended position, and it offers a choice at the end of it.
There is a police car parked behind a station with nobody standing near it. Taking that one costs no stars, which taking one out from under an officer would.
The terminal takes the picture rather than a name and returns Dimayev's hangout. A player who already knows where it is can drive straight there instead.
The bodyguards can be worked on from across the street with a sniper rifle before Niko is anywhere near them, and a grenade thrown up the slope toward their vehicle takes several at once. Clearing the lower ground first, then going up the ladder to the upper level, keeps the fight in one direction.
With the guards gone he can be killed or left. Either closes the mission.
