Ray Bulgarin turns up in Luis's life the way he turns up in everybody's, which is as a problem already in progress. His first job is a bomb in an underground car park, aimed at NOOSE officers on the payroll of a mayoral candidate.
The mission asks Luis to hide rather than fight, at least at first, and it is the point at which the episode's three employers stop being separable — Tony's debts, Yusuf's toys and Bulgarin's grudges are the same story from here.
The empty bay beside the pillar is the position, and the scoring rewards planting the bomb properly rather than approximately.
Luis crouches behind the car until the targets gather around it. The condition here is explicit — the NOOSE and FIB agents are to be killed with the bomb once they have gathered, not shot as they arrive.
Getting out is a running fight with twenty headshots, seventy per cent accuracy and five vehicles destroyed wanted across it. The corrupt NOOSE have to be lost first and the ordinary police afterwards.
