Briefing
The diamonds go back and Gracie comes home. Tony and Luis run the exchange at Pier 45 and the Charge Island sewage works, which is where Liberty City puts its most expensive transactions.
In the background of the handover, if a player is listening rather than watching, Bulgarin and Niko Bellic are having the conversation that makes sense of both halves of the afternoon.

Walkthrough
Two stops
Pier 45 first, then across to the Charge Island sewage works where the exchange actually happens.
Seven seconds on the boat
A Russian gets onto the boat and has to be thrown off it, and the scoring gives seven seconds to do it — which makes it the one moment in an otherwise straightforward mission that a full-score run can lose.
Back to the pier
Returning to Pier 45 ends the mission, inside three fifty-five for the clock.
