Briefing
A rival crew has worked out where Armando and Henrique's shipment lands and turns up at the pier to take it. The three of them defend it, load it and escort it back to the lock-up, which is the most conventional job the episode gives Luis.
One detail is worth knowing before it happens: police arrive after the shooting stops and nothing comes of it. Leaving the docks carries no wanted level, which is not how any other firefight in Liberty City works.

Down the pier behind Henrique
The approach is on foot and led, so the fight begins where the mission puts it rather than where the player chooses.
The rival crew, at range
Clearing them is the whole of the combat, and it carries the same twenty-headshot and fifty-five-per-cent conditions as the mission before it across a smaller fight — which makes this the easier of the two to score.
Escort it back
The shipment goes back to the lock-up under escort. Police appear as the crew leaves and give no wanted level, so there is nothing to shed on the way.
